THE PROPOSED MARIN CCA
The CCA (Community Choice Aggregation) being proposed for Marin County, California, includes the following major actions:
Formation of a new government entity to administer either the purchase of power from outside sources or to construct our own facilities, and set the rates to be charged to its customers.
This electricity would then be distributed over the existing power lines co-mixed with PG&E power.
PG&E would continue to read the meters and do the billing, including its own power distribution costs and the rates that the new CCA administration would set for the CCA purchased or self-produced power.
Individuals would be allowed to "Opt-Out" and stay with PG&E. There has been some opposition favoring an "Opt-In" approach rather than the Opt-Out approach provided in the enabling law, and some opposition to favoring a general election rather than leaving the subject to the several City Councils. The CCA staff has done a considerable amount of development of the details of this plan - not duplicated here.
