Legislation to force PG&E to adopt Green Power more rapidly, such as only allowing certain types of new power to be added. (Note that the rate of conversion from existing plants to Green Power involves Buy Out penalties if it is more rapid than the amortization of existing plants. This is discussed further in the Costs section.)
